Proposes constitutional amendment to Article IX, Section 5 requiring the State of Hawaii to assure each resident has access to housing.

Legislature shall establish standards and criteria to implement the housing access requirement.

Replaces "slum clearance" language with "elimination of blighted areas" in the constitutional provision.

Ballot measure asks voters: "Shall the Constitution of the State of Hawaii be amended to require that the State assure that each resident of the State has access to housing, subject to standards and criteria to be provided by the Legislature?"

Amendment takes effect January 1, 2050.
