Establishes a class B felony offense for prohibited acts related to female genital mutilation, including circumcising, excising, or infibulating the genitals of a minor.

Prohibits parents, guardians, or persons responsible for a minor's care from allowing or consenting to female genital mutilation procedures on minors.

Criminalizes removing or causing a minor to be removed from Hawaii for the purpose of undergoing female genital mutilation procedures.

Exempts licensed health care providers from criminal liability when procedures are medically necessary for the minor's health, performed during labor or childbirth for medical purposes, or part of gender reassignment surgery with proper consent.

Amends the definitions of "child abuse or neglect" and "harm" under Hawaii's Child Protective Act to include prohibited female genital mutilation acts as mandatory reportable offenses.
