Appropriates funds to the Department of Human Services for fiscal years 2019-2020 and 2020-2021 (amount not specified in bill text) to purchase food and other home supplies for distribution by nonprofit organizations serving people in need.

Exempts purchases made with appropriated funds from Hawaii Revised Statutes chapters 103D and 103F, eliminating standard procurement requirements.

Enacted in response to the December 22, 2018 federal government shutdown, which resulted in the cessation of federal supplemental nutrition assistance program benefits after January 20, 2019.

Takes effect on July 1, 2019.
