Repeals the exemption allowing individuals with disabilities to be paid below minimum wage in Hawaii, effective January 1, 2020.

Removes language from Hawaii Revised Statutes Section 387-9 that permitted subminimum wages for workers whose "earning capacity is impaired by old age or physical or mental deficiency or injury."

Amends the definition of "qualified community rehabilitation program" in Section 103D-1001 to align with the elimination of subminimum wage provisions for workers with disabilities.

Finds that current subminimum wage practices create systemic barriers for people with disabilities and force workers to rely on welfare programs to supplement inadequate wages paid by employers.
