• Requires county examiners of drivers to electronically transmit voter registration information to county clerks within five calendar days, unless applicants affirmatively decline registration.

• Provides applicants with a 21-calendar-day opt-out period after receiving written notification from the county clerk before automatic registration is finalized.

• Establishes information privacy policies to protect sensitive data including social security numbers, driver's license numbers, signatures, and citizenship status; prohibits sharing citizenship information with federal agencies.

• Appropriates funds from general revenues for fiscal years 2019-2020 and 2020-2021 to the Department of Transportation for electronic transmission, receipt, and processing of voter registration information.
