Adds new definition of "contract with the State" to Hawaii Revised Statutes Section 11-302, covering persons who have accepted legislatively appropriated funds (including general obligation bonds, grants-in-aid, or special purpose revenue bonds) exceeding an unspecified aggregate amount within a fiscal year, or who have received or rendered services to the State.

Excludes permanent, full-time state employees from the definition of "contract with the State."

Amends Section 11-354(a) to prohibit solicitation of campaign contributions in facilities owned, rented, leased, subleased, or associated with any person that has entered into a contract with the State, in addition to existing prohibitions on solicitation in government facilities.

Takes effect on July 1, 2030.
