Prohibits all motor vehicle parking on the grounds of Iolani Palace, effective January 1, 2021.

Requires the Department of Accounting and General Services to remove the blacktop, parking area, and parking meters adjacent to Iolani Palace by January 1, 2021.

Requires the Department of Land and Natural Resources to develop and maintain a pedestrian area composed of grass or other historically appropriate materials to replace the removed parking infrastructure.

Requires both departments to submit cost analysis and proposed legislation to the legislature no later than 20 days before the 2020 regular session convenes.

Establishes that the definitions of "motor vehicle" and "park" follow Hawaii Revised Statutes Chapter 291C-1.
