Amends Section 46-16.8, Hawaii Revised Statutes to expand the permitted uses of county surcharge revenue for counties with populations of 500,000 or less.

Adds infrastructure and public safety as new allowable uses for county surcharge funds, in addition to existing transportation and Americans with Disabilities Act compliance expenses.

Permits counties to use surcharge revenue for any combination of the enumerated uses: public transportation, ADA compliance, infrastructure, public safety, or combinations thereof.

Takes effect on July 1, 2050.
