Adjusts the operating budget for the Department of Business, Economic Development, and Tourism (DBEDT) for fiscal biennium July 1, 2019 through June 30, 2021, using the Supplemental Appropriations Act of 2018 as the baseline.

Appropriates $383,956 (special funds) for fiscal year 2019-2020 and $518,152 (special funds) for fiscal year 2020-2021 to BED144 - Statewide Planning and Coordination, with authorization for 5.00 permanent full-time equivalent positions in each year.

Appropriates $550,000 (special funds) for each fiscal year of the biennium to BED150 - Hawaii Community Development Authority.

Applies only to programs under the purview of the House of Representatives Standing Committee on Water, Land, and Hawaiian Affairs.

Takes effect July 1, 2030.
