H.B. 141 Summary

• Requires public schools, private schools, and public charter schools to have at least one trained employee on duty during the school day to administer seizure rescue medication and assist with vagus nerve stimulator magnet use, effective January 1, 2022.

• Mandates that school personnel administering seizure medication receive training either through a department-approved program or by a physician, advanced practice registered nurse, or physician assistant.

• Requires all principals, guidance counselors, and teachers to complete at least one hour of annual self-study on seizure disorder recognition and first aid best practices beginning January 1, 2022.

• Establishes seizure action plans for each student with a diagnosed seizure disorder, including identification of trained employees and contact methods, with plans distributed to all supervising staff and kept on file.

• Exempts schools without students having seizure disorders or seizure medications; provides civil liability immunity for employees administering seizure medication in good faith; appropriates funding for employee training; effective July 1, 2030.
