Adds new requirement to Hawaii family law prohibiting custody determinations from being based solely on a parent's disability, unless the proposed custodial arrangement is not in the best interest of the child.

Amends Section 571-46 (child custody law) to add paragraph (18) establishing that disability alone cannot determine custody outcomes in divorce, separation, and other family law proceedings.

Amends Section 587A-7 (safe family home factors in child welfare cases) to add subsection (c) with the same disability protection, ensuring parents with disabilities are not automatically deemed unable to provide safe homes.

Addresses findings that parents with disabilities face bias in custody proceedings and are disproportionately referred to child welfare services, consistent with 2015 Department of Justice and Department of Health and Human Services guidance.
