Department of Health shall conduct a study to determine the need for the Hawaii Care Plan, which would provide health insurance coverage to individuals ineligible for Medicaid within the state's Medicaid program.

Department of Human Services must submit study findings, recommendations, and any proposed legislation to the legislature no later than twenty days before the 2020 regular legislative session convenes.

Act takes effect on January 1, 2059.
