Establishes a Suicide Prevention Commission within the Department of Health to examine and develop methods to prevent suicides in Hawaii's correctional facilities.

Commission membership includes 12 members: directors of health and public safety (as co-chairs), one governor appointee, two former inmates who have attempted suicide, one senator, one representative, one psychiatry faculty member from University of Hawaii, one alcohol and drug abuse division representative, and three American Foundation for Suicide Prevention Hawaii Chapter representatives, plus one Mental Health America of Hawaii representative.

Commission shall meet at least quarterly and submit a strategic plan report to the legislature no later than 20 days before the 2021 regular session convening.

Commission members serve without compensation and the commission is exempt from open meetings law (Chapter 92, HRS).

Commission terminates January 1, 2025; appropriates unspecified funds to the Department of Health for fiscal years 2019-2020 and 2020-2021 to develop a centralized assessment and treatment program.
