Appropriates funds for the Office of the Governor's operating budget for the fiscal biennium beginning July 1, 2019, and ending June 30, 2021.

Establishes that total expenditures and position ceilings for each fiscal year shall not exceed the sums and limits indicated, except as provided by other provisions or general law.

Permits the Governor to correct manifest clerical, typographical, or other mechanical errors found in the Act.

Declares that if any portion of the Act is invalid, the remainder and all other provisions shall not be affected.

Takes effect on July 1, 2022.
