Requires all new public accommodations and state buildings constructed or substantially modified after December 31, 2020 to provide baby diaper-changing accommodations accessible to both men and women, with either two separate stations (one per gender) or one unisex station on each floor with public restrooms.

Mandates that new establishments provide baby feeding accommodations consisting of a safe, sanitary, and private place with a chair and small table for feeding babies.

Defines "substantially modified" to include reconstructions affecting over 50% of gross floor area, improvements costing at least $50,000, or restroom renovations costing at least $10,000, with an exception for establishments making no structural changes to existing restrooms.

Allows hardship exemptions if no reasonable physical option exists, or if compliance costs exceed 10% of the building construction or modification cost for diaper-changing accommodations or a specified percentage for feeding accommodations.

Establishes private right of action for violations, allowing injured parties to recover injunctive relief, reasonable attorneys' fees, court costs, and $100 per violation; excludes enforcement by the Hawaii Civil Rights Commission.
