Requires the Department of Land and Natural Resources to collaborate with the U.S. Army Corps of Engineers, Department of Health, City and County of Honolulu, University of Hawaii, and a Native Hawaiian organization representative to research and develop a water circulation mechanism for Pokai Bay on Oahu's leeward coast.

Directs collaborating agencies to conduct a study investigating land-based sources of marine contaminants and pollutants flowing from land to ocean in Pokai Bay.

Requires the Department of Land and Natural Resources to submit a report to the legislature no later than twenty days prior to the convening of the regular session of 2020, including findings, cost estimates, and any proposed legislation.

Aims to mitigate environmental and health risks caused by pollution and contaminants in Pokai Bay, which experiences problems from surface runoff, illegal dumping, and tar balls from petrochemical pollution.
