Establishes a temporary commission within the Department of Business, Economic Development, and Tourism to develop and implement initiatives honoring former President Barack Obama, his historic legacy, and his impact on Hawaii.

Commission composed of nine members including the Governor, Senate President, House Speaker, DBEDT Director, Hawaii Tourism Authority CEO, Office of Hawaiian Affairs CEO, University of Hawaii President, Honolulu Mayor, and one community member with Obama expertise appointed by the Governor.

Commission shall serve as planning and coordinating agency for all state-sponsored and other events honoring former President Obama, solicit funding from public and private sources, and accept donations and appropriations from various entities.

Commission must submit a report to the legislature no later than twenty days prior to the 2020 regular session with activities, proposed activities, plans, recommendations, and any proposed legislation.

Commission terminates on June 30, 2021, and Act takes effect July 1, 2019; includes appropriation from general revenues for fiscal years 2019-2020 and 2020-2021 (amount not specified in bill text).
