Adds "day-use mooring buoy system" to the definition of "state boating facility" in Hawaii Revised Statutes Section 200-1, expanding the types of facilities included under the department's jurisdiction.

Removes the definition of "state boating facility" from Section 200-2.5(a) and relocates it to Section 200-1 as a general definition applicable statewide.

Amends Section 200-8 to authorize use of boating special fund revenues for planning, developing, managing, operating, and maintaining day-use mooring buoy systems and other lands under board control.

Specifies that fees collected from any state boating facility must be expended only for costs related to operation, upkeep, maintenance, and improvement of any state boating facility.

Takes effect July 1, 2050.
