HB1473 - Electric Guns Regulation

• Repeals the existing ban on electric guns and establishes a regulatory licensing system for their sale and distribution, requiring applicants to obtain an annual county license for $50 and complete an approved safety training course within the past three years.

• Restricts use of electric guns to self-defense, defense of another person, or protection of property, and prohibits sales to minors and unlicensed individuals; licensees must maintain detailed records of all inventory, sales, and customer information for a minimum of 10 years.

• Prohibits possession of electric guns by fugitives, persons convicted of felonies or crimes of violence, individuals with certain mental health conditions or substance abuse issues, minors, and those subject to protective orders restricting such possession.

• Requires licensees to provide safety briefings to purchasers covering safe use, effects and limitations of electric guns, applicable laws, and proper disposal, with signed certification from both the licensee and purchaser.

• Exempts law enforcement agencies and the Army or Air National Guard from licensing requirements but mandates manufacturer-approved training and annual reporting to the legislature on all electric gun usage incidents; increases penalties for using electric guns while committing crimes.
