Establishes automatic voter preregistration and registration for public school and charter school students who are at least 16 years old beginning January 1, 2020.

Requires superintendent of education to provide voter registration affidavits to public school students and authorizers to provide them to charter school students between January 1-31 each year, with opt-out provisions.

Allows schools to transmit completed affidavits to county clerks but prohibits schools from maintaining, scanning, reviewing, copying, or transmitting any student information from education records.

Directs the Department of Education board and superintendent, and the State Public Charter School Commission, to adopt policies in consultation with the office of elections to facilitate student voter registration.

Takes effect July 1, 2030.
