• Requires applicants for concealed or unconcealed handgun carry licenses to complete an advanced firearms training course within 30 days before applying for or renewing a license, including training on carrying weapons in public, de-escalation, law enforcement interaction, and proper weapon use as a last resort.

• Reduces handgun carry license validity from one year to six months for licenses issued after June 30, 2019, while licenses issued before that date remain valid for one year.

• Requires all handgun carry licensees to carry a non-lethal electric gun at all times when carrying a pistol or revolver, with violations resulting in license revocation.

• Repeals Hawaii's statewide ban on civilian possession of electric guns, allowing private ownership while maintaining restrictions for law enforcement, Department of Public Safety, Department of Land and Natural Resources, and Army/Air National Guard use only.

• Effective upon approval, with Part I provisions (training and license term changes) taking effect July 1, 2019.
