HB 1488 Summary

• Requires the Department of Accounting and General Services (DAGS), in consultation with the Legislature and relevant agencies, to develop and implement an enhanced security plan for the Hawaii State Capitol and Washington Place.

• Security plan must include weapon screening for visitors, vehicular barriers to prevent unauthorized access while preserving historic character, relocation of public parking from the Capitol to prevent underground garage access, and design of a new secured underground parking facility and above-ground mall between Beretania Street, Punchbowl Street, and Washington Place.

• Appropriates unspecified sums to DAGS for fiscal years 2019-2020 and 2020-2021 to fund metal detectors, screening stations, vehicle barriers, parking facility redesign, and security personnel positions.

• Appropriates unspecified sums to the Department of Public Safety for fiscal years 2019-2020 and 2020-2021 to purchase or lease security screening equipment and contract private screening personnel at the State Capitol.

• Requires DAGS to submit progress reports and recommendations to the Legislature no later than 20 days prior to the convening of regular sessions in 2020, 2021, and 2022; effective July 1, 2019.
