Allows incarcerated individuals who were Hawaii residents immediately prior to incarceration to vote in Hawaii elections via absentee ballot.

Amends Section 11-13 to clarify that persons confined in prisons, jails, correctional facilities, or community correctional facilities do not lose their Hawaii residency solely due to incarceration.

Modifies Section 11-15 to require voter registration affidavits to include the address or location of last voluntary residence for persons held or incarcerated in correctional facilities.

Removes the voting prohibition in Section 831-2 that previously barred persons sentenced for felonies from voting during their sentence; allows incarcerated persons to vote by absentee ballot.

Establishes absentee ballot as the required voting method for all registered voters confined in prisons, jails, correctional centers, or community correctional centers within or outside Hawaii; effective July 1, 2019.
