Amends Hawaii Revised Statutes Section 712-1201 to clarify the definition of "advances prostitution" by adding language requiring that conduct be "harmful or abusive of a prostitute" to constitute the offense.

Narrowing the definition ensures that individuals who offer help or assistance to prostitution victims are not criminally punished under the statute.

Maintains criminal liability for conduct that is both harmful or abusive of a prostitute AND designed to institute, aid, or facilitate prostitution.

Takes effect upon approval.
