Establishes the Hawaii Gun Violence Prevention Center within the University of Hawaii to conduct research and analysis on gun violence prevention, risk factors, and consequences of gun violence.

Center will conduct basic and translational research to generate scientific evidence for sound gun violence prevention policies, including effectiveness of existing laws and responsible gun ownership programs.

Creates a special fund to support the center, funded by legislative appropriations, private donations, criminal forfeiture proceeds under Chapter 712A, and grants from governmental agencies.

Requires state agencies (attorney general, health, public safety, defense, human services) to cooperate with the center and provide necessary data for research; center must submit annual reports to governor and legislature.

Appropriates unspecified sums from general revenues for fiscal years 2019-2020 and 2020-2021, and establishes three or more full-time positions at the University of Hawaii; effective date July 1, 2050.
