Establishes automatic voter registration for high school graduates in Hawaii beginning January 1, 2020, requiring students to complete a voter registration affidavit to graduate.

Allows eligible graduates to opt out of automatic registration within 21 calendar days of notification from the county clerk; if they do not opt out, they are registered to vote.

Requires the superintendent of education to electronically transmit voter registration information to county clerks and election officials within five calendar days of collecting completed affidavits.

Establishes privacy protections including prohibitions on disclosure of social security numbers, driver's license numbers, citizenship status, and information about individuals who decline to register.

Appropriates unspecified funds from general revenues for fiscal years 2019-2020 and 2020-2021 to cover costs of electronic transmission, receipt, and processing of voter registration information.
