Mandates the University of Hawaii submit annual reports on the mosquito eradication plan and implementation progress to the legislature no later than twenty days before the regular sessions of 2020 and 2021.

Appropriates unspecified funds from general revenues for fiscal years 2019-2020 and 2020-2021 to the University of Hawaii for researching and developing the statewide mosquito eradication plan, with restriction on travel expenses.

Addresses mosquitoes as an invasive species introduced to Hawaii in the late 1800s that serve as vectors for diseases like dengue fever and Zika virus and contribute to avian malaria affecting native bird populations.

Takes effect on July 1, 2050.
