Establishes the Hawaii State Fusion Center as a program within the Office of Homeland Security, overseen by the Director of Homeland Security under the Governor's direction.

Creates a state-funded Hawaii State Fusion Center Director position to be appointed and removed by the Director of Homeland Security, exempting the position from chapter 76 requirements.

Requires the fusion center to continuously monitor crimes and hazards, serve as the focal point for sharing local, national, and international intelligence with the national intelligence community, and collaborate across government levels to receive, analyze, and disseminate threat information.

Directs establishment of a joint integration center to integrate cybersecurity and IT capabilities, coordinate asset response with local/state/federal agencies, provide technical assistance for critical infrastructure protection, and share intelligence on threat trends and vulnerabilities.

Effective date: January 28, 2081.
