Reorganizes the ten contractor members of the Contractors License Board into two equal groups: five general engineering or general building contractors, and five specialty contractors who do not hold general contractor licenses.

Reduces noncontractor board members from five to three and adds conflict-of-interest restrictions requiring they not hold any contractor license, have immediate family members with licenses, or have financial interests in licensed contractor businesses.

Establishes public protection as the highest priority for the board in its licensing, regulatory, and disciplinary functions, taking precedence over all other interests.

Allows existing board members to serve until their current terms expire, with all future vacancies filled according to the new membership requirements.

Takes effect upon approval.
