Appropriates funding for the Department of Agriculture operating budget for fiscal years 2019-2020 and 2020-2021.

Establishes seven agriculture programs with specific funding allocations and position ceilings: Financial Assistance for Agriculture ($7.5 million and $5.0 million), Agricultural Resource Management ($1.72 million and $121,698), Quality and Price Assurance ($721,422 each year), Aquaculture Development ($26,478 and $52,956), Agricultural Development and Marketing ($289,808 and $319,616), General Administration ($174,932 each year), and Measurement Standards ($231,192 each year).

Funds are from general funds (A) and other revenue sources (B), with position ceilings ranging from 1.0 to 4.0 full-time equivalent positions depending on the program.

Permits combining appropriations from this Act with other legislative appropriations for the same programs if advantageous for budget execution.

Takes effect July 1, 2019.
