Establishes the 15-year Hale Kokua Project within the Department of Human Services to provide incentives and assistance to private property owners in Honolulu who rent dwelling units to homeless individuals and families.

Limits participation to a maximum of 10 property owners per census tract to prevent sudden influx of homeless persons in any single area.

Provides assistance to participating property owners including state grants up to a specified amount for renovations, monthly rent subsidies, property tax waivers or reductions, and zoning/building code exemptions.

Creates the Hale Kokua Special Fund funded by a percentage of conveyance tax revenue to pay for project incentives and administrative costs.

Increases conveyance tax rates across all property value tiers by 5 cents per $100 to generate revenue for the special fund; project sunsets July 1, 2035 with conveyance tax rates returning to previous levels.
