Appropriates funds (amount blank in bill) from general revenues for fiscal years 2019-2020 and 2020-2021 to support detector-dogs in the Hawaii invasive species detection and prevention program within the department of agriculture.

Establishes a three-year pilot program (January 1, 2020 through December 31, 2022) administered by the departments of defense and transportation to use dogs to inspect incoming cargo for illegal fireworks and explosives.

Pilot program targets cargo inspections at freight forwarder warehouses and commercial facilities where containers from state harbors are unloaded or prepared for inter-island transport.

Requires the department of transportation to submit reports to the legislature prior to the 2021 and 2022 regular sessions detailing program implementation, costs, and recommendations for permanent operation.

Appropriates federal homeland security grant program funds (amount blank in bill) for fiscal years 2019-2020 and 2020-2021 to establish and administer the cargo inspection pilot program; act takes effect July 1, 2019.
