Amends Hawaii Revised Statutes Section 103-55 to require contractors and subcontractors on government service contracts exceeding $25,000 to provide wage rate schedules to laborers and mechanics at the time of employment, unless covered by collective bargaining agreement.

Permits governmental contracting agencies to withhold accrued payments from contractors to directly pay laborers and mechanics any wage or overtime compensation found to be due within sixty days of agency determination.

Requires contractors to submit certified weekly payroll records to the governmental contracting agency demonstrating compliance with wage and hour requirements, with contractor responsibility for all subcontractor payroll submissions.

Mandates contractors maintain payroll records for all laborers and mechanics for three years after work completion, including employee names, classifications, rates of pay, hours worked, deductions, and actual wages paid, available for inspection within ten days of written request.

Authorizes governmental contracting agencies to order contractors to pay any wages or overtime compensation owed to laborers or mechanics within sixty days of agency determination, with contract cancellation possible for noncompliance unless corrected within a reasonable period.

Takes effect January 1, 2050.
