Increases maximum length of concession contracts on public property from 15 years to 20 years for initial terms.

Replaces mandatory nonprofit corporation requirements for certain concession exemptions with state and county agency preference rules for nonprofit corporations.

Authorizes county directors of parks and recreation to designate which county zoos, botanic gardens, or parks are environmentally, culturally, historically, or operationally unique to determine sealed bid exemption eligibility.

Exempts concessions providing historical and cultural information, goods, or services within the Hawaii capital historic district from sealed bid requirements.

Effective date: July 1, 2050.
