• Increases penalty for maintaining a structure for controlled substance use or distribution from class C felony to class B felony under Hawaii Revised Statutes Section 329-41(a)(5).

• Elevates promoting gambling in the first degree from class C felony to class B felony under Section 712-1221(2).

• Elevates promoting gambling in the second degree from misdemeanor to class C felony under Section 712-1222(2).

• Removes promoting gambling in the first degree from the list of enumerated class C felonies that trigger mandatory minimum sentencing requirements under Section 706-606.5(1).

• Effective date January 28, 2081; does not apply retroactively to penalties incurred or proceedings begun before enactment.
