Requires the department of education, in consultation with the office of enterprise technology services, to develop and procure a uniform financial database for use by all state agencies.

The financial database must be compatible with the software system being implemented by the office of enterprise technology services and capture data on project budgets, appropriations, scheduling, contractor documentation, contract changes, and payment transactions.

Appropriates general revenues to the department of education for fiscal years 2019-2020 and 2020-2021 for development and procurement of the uniform financial database (specific dollar amount not filled in).

Takes effect on July 1, 2112.
