Eliminates the one-year permit validity period for acquiring rifles and shotguns, requiring instead a separate permit and application for each individual transaction.

Reduces permit validity to ten days after issuance for all firearms (pistols, revolvers, rifles, and shotguns), aligning rifles and shotguns with existing pistol and revolver permitting requirements.

Removes the provision allowing permit holders to make multiple rifle and shotgun purchases without additional background checks during the one-year permit period.

Requires background checks through the International Justice and Public Safety Network for each firearm acquisition, closing a gap where individuals could purchase multiple rifles and shotguns without follow-up screening.

Amends Section 463-10.5 to require security guards to possess a valid license to carry a firearm under rules established by county police departments rather than under the permit to acquire process.
