Repeals Hawaii law provisions that allowed lending of rifles and shotguns for up to 15 days within the state and up to 75 days outside the state without a permit.

Requires persons acquiring firearms through loan to undergo background checks and meet the same eligibility requirements as those purchasing firearms under Hawaii Revised Statutes chapter 134.

Prohibits any transfer of firearm possession or ownership to any person except as expressly authorized under chapter 134, Hawaii Revised Statutes.

Updates cross-references in statute sections 134-8(a) to reflect the removal of the firearm lending exemptions.

Takes effect upon approval with no retroactive application to rights, duties, or proceedings that occurred before enactment.
