Requires all advertisements for transient accommodations rates to include all mandatory fees (resort fees, cleaning fees, facility fees) in the advertised rate, excluding only State or county-imposed taxes.

Addresses unfair and deceptive advertising practices where consumers discover additional mandatory fees only after beginning the booking process, contrary to Federal Trade Commission guidance from 2012-2017.

Defines "transient accommodations" and "resort fee" by reference to existing definitions in section 237D-1 of Hawaii Revised Statutes.

Takes effect upon approval and does not affect rights, duties, penalties, or proceedings that occurred before the effective date.
