Requires all retailers of household appliances in Hawaii to display conspicuous signage or text in at least one-half inch font informing consumers of available energy efficiency rebates funded by the public benefits fee and Hawaii-specific energy operation costs.

Tasks the Hawaii State Energy Office and public benefits fee administrator with notifying all affected retailers of the new display requirements.

Adds educator training responsibilities for the public benefits fee administrator to inform appliance manufacturers, distributors, and retailers about energy efficiency rebates and required disclosures under this law.

Takes effect on July 1, 2112.
