Amends Section 436B-14.7 of Hawaii Revised Statutes to specify documentation requirements for military spouses seeking temporary licensure by endorsement, including current license, proof of marriage or partnership, proof of military status, and signed affidavit.

Requires military spouses to submit verifying documentation within 90 days of application and allows licensing authority to revoke licenses if application information is found to be false.

Excludes construction contracting services from services that can be performed under temporary licenses issued to military spouses.

Mandates licensing authorities expedite consideration of military spouse applications and requires each licensing board to adopt and publish rules administering these provisions by August 1, 2020.

Takes effect on January 1, 2050.
