Enacts the Interstate Compact to Phase Out Corporate Welfare as a new chapter in Hawaii Revised Statutes, effective July 1, 2020.

Prohibits member states from offering company-specific tax incentives, grants, or fund distributions to any company with facilities currently located in other member states.

Excludes workforce development grants for employee training from compact restrictions and grandfathers existing company-specific grants, though any modifications to existing grants are treated as new grants and prohibited.

Establishes a National Board of States with one appointee per member state to meet annually, collect testimony, and publish annual reports recommending revisions to phase out additional forms of corporate welfare.

Allows any state or the District of Columbia to join the compact, permits withdrawal with six months' notice, and grants taxpaying residents standing to enforce the compact through their state's chief law enforcement officer.
