Amends Hawaii Revised Statutes Chapter 134 by adding a new section prohibiting any person from possessing a loaded firearm while intoxicated outside of their dwelling.

Defines intoxication as: having .08 or more grams of alcohol per 210 liters of breath, .08 or more grams per 100 milliliters of blood, or being under the influence of alcohol in an amount sufficient to impair normal mental faculties or ability to operate a firearm safely.

Violation of the prohibition is classified as a petty misdemeanor.

Exception applies to persons possessing a loaded firearm while intoxicated within their own dwelling as defined in section 703-300.

Effective date is July 1, 2020.
