Amends allocation of transient accommodations tax (TAT) revenues to allow $1,000,000 allocated for Hawaiian center and museum of Hawaiian music and dance to be used for both operation and development (previously operation only).

Extends the sunset date for the temporary commission on the thirteenth festival of Pacific arts from June 30, 2021 to August 31, 2022.

Maintains existing TAT revenue distribution priorities totaling $202,000,000 across multiple funds including Turtle Bay conservation easement ($1,500,000), convention center ($16,500,000), tourism special fund ($79,000,000), county allocations ($103,000,000), and special land and development fund ($3,000,000).

Requires state director of finance to retain and deposit county public employer pension trust fund contributions if counties fail to remit required annual contributions, beginning fiscal year 2018-2019.

Takes effect upon approval.
