Reduces the deadline for candidate committees to file organizational reports from 10 days to 2 days of filing nomination papers or receiving contributions/expenditures exceeding $100 in aggregate.

Reduces the deadline for noncandidate committees to file organizational reports from 10 days to 2 days of receiving contributions or making expenditures exceeding $1,000 in aggregate during a two-year election period.

Adds new preliminary report filing dates: April 30 of general election year and 30 days before primary, initial special, or initial nonpartisan elections; reorganizes other filing deadlines to include subsequent special and nonpartisan elections.

Allows candidate committees and noncandidate committees with $1,000 or less in aggregate contributions and expenditures to file only a final election period report, eliminating preliminary and election-specific reports.

Takes effect on July 1, 2050.
