Extends the deadline for each county police department to adopt and utilize an electronic tracking system for sexual assault evidence collection kits from January 1, 2020, to January 1, 2021.

Requires the tracking system to monitor sexual assault evidence collection kits from specimen collection through final storage or disposal, including collection, inventory, storage, DNA laboratory analysis, and final disposition.

Mandates that all department-approved entities collecting, receiving, or storing kits must be able to update kit status and location in the system.

Allows sexual assault victims to access the system to check the location and status of their respective evidence collection kits.

Takes effect on July 1, 2050.
