Adds new section to Hawaii Revised Statutes Chapter 286 establishing director oversight and certification of all vehicle inspectors at official inspection stations.

Director shall determine minimum standards for inspectors, administer written and performance examinations, issue official certificates, monitor inspection activities, and investigate suspected improper inspections.

Inspector certificates expire four years from issuance unless revoked or suspended; recertification follows the same process as initial certification.

Repeals section 286-85 HRS, eliminating the requirement for reconstructed vehicles to obtain special inspection and certification.

Removes reference to reconstructed vehicle approvals from section 286-42 HRS regarding vehicle registration and title certificates.
