• Amends Section 84-13 of Hawaii Revised Statutes to require legislators to publicly disclose interests or transactions affected by their official action in accordance with Section 84-17 and each house's rules.

• Authorizes each house of the legislature to adopt its own rules regarding disclosure of interests or transactions that may be affected by legislative action, replacing state ethics commission rules upon adoption.

• Provides that state ethics commission rules shall apply only until each house of the legislature adopts its own rules, after which the legislative house rules preempt the commission rules.

• Takes effect upon approval and does not affect rights, duties, penalties, or proceedings that occurred before the Act's effective date.
