Establishes the wildlife conservation special fund in the state treasury to consist of legislative appropriations, investment interest, revenues from the environmental response, energy, and food security tax, and other sources.

Directs fund moneys to be expended by the department to maintain capacity for response to oiled wildlife remediation, response, and rehabilitation.

Authorizes fund moneys to be used for habitat preservation and enhancement associated with sea level rise.

Increases the environmental response, energy, and food security tax from $1.05 to $1.10 per barrel of non-aviation fuel petroleum product, allocating 3 cents per barrel to the new wildlife conservation special fund.

Takes effect on July 1, 2020, with unexpended and unencumbered fund balance above a specified amount transferred to the general fund at the end of each fiscal year.
