• Adds a new subsection (2) to Section 356D-71 authorizing the Hawaii Public Housing Authority to give preference to persons impacted by elder or elderly housing for the housing project's initial residents.

• Maintains existing tenant selection requirements including the 50-50 split between applicants without preference and with preference, and the priority for disabled veterans and their dependent parents.

• Preserves all existing rules for elder housing administration including occupancy limits, live-in aide provisions, and protections for hospitalized residents.

• Takes effect upon approval.
